GSP: A motorist called the NJSP to report they saw a pair of shoes on the shoulder of the highway. It was the central region, and we missed the exact location. Anyway, the passing motorist saw a pair of shoes and thought they saw a body lying on the shoulder attached to the shoes. The caller isn’t certain because they were driving too fast to notice.
