Ocean County Prosecutor Bradley D. Billhimer announced the culmination of a month-long investigation into illegal drug activity in Ocean County.  Detectives from the Ocean County Prosecutor’s Office Narcotics Strike Force collaborated with both the Seaside Heights and Toms River Police Departments relative to an investigation concerning the distribution of heroin in the Ocean County area.  The investigation ultimately identified two motel rooms in Seaside Heights as well as a residence in Toms River as being utilized to manufacture, store and distribute quantities of heroin.

On March 21, 2019, Detectives from the Ocean County Prosecutor’s Office and Regional SWAT Team, along with the Ocean County Sheriff’s Department K-9 Unit, officers from the Seaside Heights Police Department, and the Toms River Police Emergency Services Unit and Special Enforcement Team, simultaneously executed no-knock search warrants at the locations in Seaside Heights and Toms River.  As a result, law enforcement seized quantities of raw unpackaged heroin and quantities of heroin packaged for resale, as well as quantities of “crack” cocaine and marijuana.   Drug paraphernalia associated with the manufacture, production and distribution of heroin was also seized.

Rayvon Thomas, age 33, of Seaside Heights, was charged with Knowingly Maintaining a Controlled Dangerous Substance Production Facility in violation of N.J.S.A. 2C:35-4; Possession of Heroin Over One-half Ounce with Intent to Distribute in violation of  N.J.S.A. 2C:35-5b(2); Possession of Heroin in a Quantity of Less than One-half Ounce with Intent to Distribute in violation of N.J.S.A, 2C:35-5b(3); Conspiracy to Distribute Heroin in a Quantity of Less than One-half Ounce in violation of N.J.S.A. 2C:5-2a(1) and N.J.S.A. 2C:35-5b(3); Possession of Heroin in violation of N.J.S.A. 2C:35-10a(1); Possession of Marijuana in violation of N.J.S.A. 2C:35-10a(1); and Possession of Drug Paraphernalia in violation of N.J.S.A. 2C:36-2.  Thomas was lodged in the Ocean County Jail awaiting a detention hearing.

Tamika Tims, age 34, also of Seaside Heights, was charged with Knowingly Maintaining a Controlled Dangerous Substance Production Facility in violation of N.J.S.A. 2C:35-4; Possession of Heroin Over One-half Ounce with Intent to Distribute in violation of  N.J.S.A. 2C:35-5b(2); Possession of Heroin in violation of N.J.S.A. 2C:35-10a(1); Possession of Marijuana in violation of N.J.S.A. 2C: 35-10a(1); and Possession of Drug Paraphernalia in violation of N.J.S.A. 2C:36-2.  Tims was lodged in the Ocean County Jail pending a detention hearing.

Kareem Thomas, age 37, of Toms River, was charged with Possession of Heroin in violation of N.J.S.A. 2C:35-10a(1); Possession of Cocaine in violation of N.J.S.A. 2C:35-10a(1); and Possession of Prescription Pain Medication without a Valid Prescription in violation of N.J.S.A. 2C:35-10a(1).  Thomas was processed and released pending a future court date.

Jasmine Worthy, age 25, of Toms River, was charged with Possession of Heroin in violation of N.J.S.A. 2C:35-10a(1) and Possession of Cocaine in violation of N.J.S.A. 2C:35-10a(1).  Worthy was processed and released pending a future court date.
