Lacey: On the 700 Block of Oxford Road, RP thinks someone is breaking into vehicles. RP saw a suspect wheeling a shopping cart around the block, and believe they’re stealing from vehicles. Caller cannot check their vehicle currently, but would like the area checked for the cart burglar.
