Toms River: Many of you have seen Richard riding his motorcycle dressed as Santa, Easter Bunny, and other characters. He is out riding to bring smiles to the people on the roads. Be sure to wave to him if you see him. Richard tells OCSN he loves to do it to see smiles and joy on people’s faces, especially children.
