SSH: CDS Complaint

Seaside Heights: On the boardwalk in the area of JR’s for a report of a subject using CDS. PD on scene already looking for the suspect.

  Patrick Brennan cant be arrested if found unconscious. However if found in the act of using .. Or possessing absolutely can. This didnt mention a medical emergency
