OCEAN COUNTY – A Lakewood man already on the sex offender registry remains behind bars after allegedly producing and distributing child pornography.

Ocean County Prosecutor Bradley D. Billhimer said 34-year-old Samuel Schwinger was arrested Friday after their High Tech Crime Unit was contacted by the New Jersey State Police Internet Crimes Against Children’s Task Force.

The parents of a young girl in Pottawatomie, Oklahoma had told their local sheriff’s department that their daughter had been contacted by someone in New Jersey posing as a young girl asking her to send explicit videos of herself. 

An investigation by the Pottawatomie County Sheriff’s Department located a phone number and account for the person who contacted the young girl. Further investigation revealed the phone number and account was registered to Schwinger.

A warrant was obtained and Schwinger was also charged with Possession of Marijuana by the Lakewood Township Police Department. 

Authorities confirm that Schwinger is a Registered Sex Offender currently serving 10 years of probation for a Sexual Assault out of Cook County, New York. 

He is currently lodged in the Ocean County Jail awaiting a detention hearing.

According to a press release, Schwinger was charged with Production of Images/Videos of Children Under the Age of Sixteen Engaged in Prohibited Sexual Acts in violation of N.J.S.A. 2C:24-4b(4), Distribution of of Images/Videos of Children Under the Age of Sixteen Engaged in Prohibited Sexual Acts in violation of N.J.S.A. 2C:24-4b(5) AI and Possession of of Images/Videos of Children Under the Age of Sixteen Engaged in Prohibited Sexual Acts in violation of N.J.S.A. 2C: 24-4b(5) BIII.
